tomcat的启动配置文件在 tomcat/conf/server.xml , 默认配置了一个service：

<Context docBase="" path="" />现在需要两个应用，需要再配置一个Service，需要保证Service的name属性不相同，同时保证两个子元素Connector的HTTP的端口和AJP的监听端口跟上一个应用的端口不冲突
添加的另一个Service配置如下，

SEVERE: Creation of the naming context failed: [javax.naming.OperationNotSupportedException: Context is read only]试了几次之后发现
把 Engine 元素的name属性改成跟第一个不同之后，报错消失，两个web启动成功
